For the oil, I would create a secured vacuum, the circumference of the vacuum has to be the a few inches' bigger then the pipe-work its'-self. A small tidy design that fits' neatly over the hole or leak, nothing heavy or extreme, this will cause the design to faulter. Then without further delay, I would enhance it with, suction sealers', much like the ones' you fine on the inside of doubled glazed doors', to create no room for air-bubbles', or spaces' for the leak to filter through.
With that, I would line them with, octopus-straight suction sealers to create a solid firm ceal.
I think it will work. This design wouldn't take long to develop.
In the mean time, I would use the lemon dispersant's' to avoid further environmental damage.
