Should this young man be charged at all ?

No he shouldn't be charged ......he should be assigned to a mental institution whereby he should spend the remainer of his life behind bars, with induced sedatives to control behavioral upsets and other chemical imbalances that may have occurred from drug intoxication's of substance abuse that may have caused a dorm of paranoia...of what may have led to this unpredictable shooting of accounts.

You can not charge a person with a crime of this nature, when they are mentally unstable and or a known sufferer of psychological problems', that have been recorded in medical history documentations'......

If a person is deemed as completely stable...and out of malice and evil of doctrines of beliefs' then goes on to commits such effective crimes' of mass murder, then yes, charge them with the appropriate life sentence and or death penalties'.

This was a young man with a known mental disorder......reprieve should be granted and mental institutionalised commitments should be given to a lifetime of terms'...and conditions'......
