If the laws' are bypassed and or ignored, in relation to permission of one party and or another...there will be enough witnesses to suggest a court hearing of a physical assault by the owner of the dog, in relation to any physical touches done and or made by the dog in relation to the other party.

There are plenty of mobile phone camera's around, to take such ignoring of laws, to court, to reprimand and or take controls of ownerships in relation to dog and or dog owners, their rights of ownerships away.
