After my long detailed reviews of other protests', I stated all legal requirements of pro-active enforcements, what they should do and what they shouldn't do.

The national people were aware that the Libyan government had chosen to fire into crowds' of people, the national people, went on in further protests at the discretion of their own risk. Knowing the indirect consequence of this, by other protests that happened around the world.
