As for Islamic rulings on the opening of hair, in front of children under the ages of teenage years', from those of non Muslim parentage, this is permissible, as all children in the sight of Allah, are deemed as Muslims until they reach the age of complete and full understanding of their actions'.....until then they are innocent of the corruptions and ill talk of adults', and anything passed from a child in relation to these issues and or similar matters are then in the hands of, either ill speaking corrupting adults' who can incite, discrimination's' knowingly amongst their communities', there after, they know, that their actions are wrong, and that they know, they are belittling and subjecting their target to a full humiliation by outer slandering that is not a necessity.
