Learning to drive

Learning to drive is an expensive venture.

If there is a contract of trust, that people will only run one car per family, then subject to strict conditions' prices' should be lowered.

The more number of cars' a family has, the more they should have to pay to educate other members' of their house hold, in regards' to driving.

This would make people re- think about how many cars they need per family, thus reducing the amounts' of emissions' into the air.

People who drive are at an advantage, they can work around travel and times' of co-ordination. The people who lack confidence are most effected by price margins' of lessons, and it is more then likely, if they don't learn, other members' will not learn either. It is a first come first serve, service and should be subjected for review under equal opportunities.
