Precision again

It seems' that whenever an answer arises', to the convoy of men in action, another brutal attack occurs', with extreme precision, and locations' of targets'; that are only known to the inside leaders' of a occupying land.

How would poor men, who live on the outskirts' of an invasion, possibly obtain the plans' to every feasible location within the terrain of the city.

And if the occupational forces' are so precise, in their leadership, why are they still using the buildings' that they know and would be fully aware of, that could possibly be hit and made targets' for an on going slaughter. It seems' too ambiguous and precise to be nothing more then an inside Job.
